SPCA issues citations for neglect of farm animals in Clearfield County

The Clearfield Society for the Prevention of Cruelty to Animals has issued several citations after removing animals from a farm.

The SPCA said they issued five non-traffic citations against Brian Knepp after he failed to provide a clean and sanitary shelter for the animals.

The SPCA said the animals were kept in deep mud and manure in 28-degree weather.

State police assisted with the removal of the animals from the property: a mini pony, three calves and a goat.

The SPCA is asking for restitution on feeding, boarding, veterinary services and transportation for all of the animals and are also requesting ownership of the animals be transferred to the Cumberland County SPCA, those fees are $44.60 per animal.

The case is ongoing and restitution will be added as it occurs.
